Costilla Water Regulations

  • Rainwater: Colorado passed a bill to legalize rainwater collection in water cisterns. You can read about it HERE.

  • Costilla County Planning & Zoning: The county’s planning and zoning department can answer some questions you might have about regulations for building your off-grid water system. Their website is HERE and you can call them at (719) 937-7668.

  • CO Division of Water Resources: contact them at (719) 589-6683 to obtain a well permit and inquire about water rights or email John Skinner at john.skinner@state.co.us


Costilla Water Resources

  • Moreland Mercantile LLC can deliver up to 1,000 gallons from Wild Horse Mesa water system and charges $.15/gallon. To set up a delivery, call (720) 483-1105. *Moreland Mercantile also offers other services such as snow plowing, tractor work, handyman repairs, small laundry, and general repairs.

  • San Luis Water Department: sells 500 gallons of drinking water for $25. People with cisterns will often mount a 300 or 500 gallon water tank on a trailer to get the water from San Luis.

  • Cistern Installers & Retailers: Check out Valley Pump Co. HERE

  • Sangre de Cristo Water Services: They will deliver water to SDCR and Forbes Park (719) 379-3263. It is $6.50 per mile to travel to your location, $100 for 1,000 gallons of water with a 1,000 minimum.

  • Heersink Drilling and Pumps: They drill wells in the San Luis Valley (719) 589-5407. Here is their website http://heersinkwaterwells.net/

  • Resource for Free Water: As you travel to Alamosa, CO you can stop at mile markers 241-242, on the North side of Highway 160, to collect drinking water. Water is also available on the Southeast border in San Luis. Make sure to bring a trailer and holding tank so you can fill your cistern.
